Mis sinceras disculpas por la incapacidad de asistir y honrar el evento distinguido debido al repentino llamamiento al Consejo de Europa, donde el suyo acaba de nombrar y toma juramento de cargo como Alto Comisionado para Región de la ASEAN. Carlos como Comandante General para América del Sur y Nombramientos del FMI Asia para Canciller General de América del Sur y con el objetivo de implementar los Objetivos de Desarrollo Sostenible de las Naciones Unidas para un mayor bien de la sociedad humana, Como dice un refrán, “No todos podemos hacer grandes cosas, pero Podemos hacer pequeñas cosas con gran amor “.
